Penny's got "Rat Killer" written all over her face. Seeing as how Skweeker isn't going to live more than two years anyway, it'd be a shame to shorten her already brief time upon this planet.

Little wiener-type dogs are bred to go underground, pull out warm, breathing, furry things (albeit ones a bit bigger than rats) and shake the life out of them. Be careful with your little ratty friend!
